Yes, for basic use. OBS itself uses 200–500 MB of RAM. 4 GB is enough for OBS + recording at 720p with a simple scene. For 1080p streaming while gaming, 8 GB is the practical minimum as games themselves use 2–6 GB.
What GPU do I need for OBS hardware encoding?
Any NVIDIA GTX 600+ or AMD GCN architecture card supports hardware encoding (NVENC/AMF). For high quality 1080p60 streaming, NVIDIA GTX 1060 or AMD RX 580 or newer gives excellent NVENC/AMF quality. Older GPUs have lower-quality hardware encoders.
